正在召開的第35屆聯合國教科文組織會員國大會,今日票決選出愛琳娜‧波克娃為新任總幹事。就任典禮將於20091023下午在教科文總部第一廳舉行,愛琳娜‧波克娃是教科文組織自1945年創立以來,第一位出任此要職的女性。

新任總幹事的任期為4年,波克娃女士曾任保加利亞駐法國暨摩納哥大使,「國際法語組織」的保加利亞總統個人代表,並且自2005年起擔任保國駐聯合國教科文組織常任代表。出生於1952年的波克娃女士於莫斯科國際關係研究院取得工商管理碩士,並且曾在美國的馬里蘭大學和哈佛大學就讀。

波克娃女士在國際領域的工作經歷已長達30年,包括曾於保加利亞駐聯合國代表團服務,以及出任保加利亞在歐洲統合工作上的主管部長,後來並更上層樓擔任外交部長。波克娃女士在歐洲統合進程上涉入極為深廣,基於她曾是「歐洲政策論壇」的創辦人與主席,由她擔任總幹事的新職,將有助於力克歐洲的分立,以及促進對話、多元化、人性尊嚴與人權等價值。

愛琳娜‧波克娃呼籲21世紀該有一種全新的人本主義,她主張:「最重大的挑戰,將是引領全世界跨入一個和平與人本主義的全新時代,以科學、創新和嶄新科技為基礎,通過永續的經濟和社會發展,建立一個更具包容性,更為公正,也更為平等的社會,同時不但應有益於人類,也要能夠保護我們的環境。」

Irina Bokova elected Director-General of UNESCO

The 35th Session of the General Conference today elected Irina Bokova of Bulgaria as the tenth Director-General of UNESCO. The investiture will take place in a ceremony in Room I in the afternoon of Friday 23 October 2009, when Irina Bokova will become the first woman to hold the post since the foundation of the Organization in 1945.

The new Director-General, who will serve a four-year term, has been Ambassador of the Republic of Bulgaria to France and Monaco, Personal Representative of the Bulgarian President to the Organisation Internationale de la Francophonie and Permanent Delegate to UNESCO since 2005. Born in 1952, Ms Bokova obtained a MBA at the Moscow State Institute of International Relations and has studied at the University of Maryland and at Harvard University in the United States of America.

Ms Bokova has over three decades of experience in the international arena, which includes serving as a representative to the United Nations and subsequently as Bulgaria’s Secretary of State for European integration and as Foreign Minister. Ms Bokova has been involved extensively in the transition to European integration. As Founder and Chairperson of the European Policy Forum, the new Director-General has worked to overcome divisions in Europe and to promote the values of dialogue, diversity, human dignity and human rights.

Irina Bokova has called for a new humanism for the 21st century, arguing that “the greatest challenge is to lead the world into a new era of peace and humanism, to create more inclusive, just, and equitable societies through sustainable economic and social development, based on science, innovation and new technologies that will serve mankind and will preserve the environment”.
